India's creaking railway system is the world's fourth largest, ferrying more than 20 million people each day, but it has a poor safety record, with thousands of people dying in accidents every year. Friday's accident occurred at Bachhrawan railway station, about 45 km (28 miles) from Lucknow, the capital of Uttar Pradesh, one of India's most populous states."Dead bodies after dead bodies were being pulled out," said Gyaneshwari, a 43-year-old passenger, who uses only one name. Hydraulic fracturing, or fracking, is a controversial technique that involves pumping water, sand and chemicals into a well to extract oil or gas. The new federal rules include beefed-up measures to protect ground water, one of the main health and safety concerns arising from the drilling process. Within minutes of the Bureau of Land Management (BLM) proposal being released, the Independent Petroleum Association of America (IPAA) and Western Energy Alliance filed a lawsuit in a federal court in Wyoming on grounds that the rulemaking was based on "unsubstantiated concerns" over safety.

Knight, 49, is accused of running down two men with a pickup truck at a Los Angeles area burger stand on Jan. 29, killing one of them, following an argument on the set of a commercial for the film "Straight Outta Compton." The Death Row records co-founder had been held without bail on charges of murder, attempted murder and two counts of hit-and-run with an added allegation of committing a violent felony while free on bail in another case. At a bail-review hearing, Los Angeles County Superior Court Judge Ronald Coen also set a preliminary hearing for April 13.

After blanketing the Washington, D.C., region, the snowstorm headed north to the New York City metropolitan area, which was expected to get up to 6 inches (15 cm) of the wet, heavy winter souvenir, said National Weather Service meteorologist Frank Pereira. The fierce winter drained snow removal and road safety budgets in towns and cities throughout the Northeast. As the storm took aim at New York, it left behind the deepest snow in the western Maryland town of Cascade, which recorded 4 inches on Friday.
