Webb, a former U.S. senator from Virginia, has lagged behind front-runner Hillary Clinton and her chief rival, U.S. Senator Bernie Sanders of Vermont, in opinion polls, along with former Maryland Governor Marin O'Malley and former Rhode Island Governor Lincoln Chaffee. Webb's campaign announced the news conference at the National Press Club in Washington with a short statement headlined "Jim Webb To Consider Independent Run." In addition to his candidacy, Webb will discuss "the campaign and his views of the political parties in the current (2016) election cycle," the statement said.

The 2nd U.S. Circuit Court of Appeals in New York upheld the bans on semiautomatic weapons and large-capacity magazines, but struck down a New York provision barring gun owners from loading more than seven bullets in a clip and a Connecticut prohibition on the non-semiautomatic Remington 7615.


U.S. announces task force to develop drone registry

The Obama administration said on Monday that it would require drone owners to register their unmanned aircraft as part of an effort to curtail rogue drone flights that pose a danger to commercial aircraft and crowded public venues. U.S. Transportation Secretary Anthony Foxx announced the creation of a task force of private sector and government representatives to craft recommendations for establishing the first ever federal drone registry. The recommendations are due by Nov. 20, and administration officials hope to have the registry in place before Christmas, when they say that more than 1 million new drones could be given as gifts to new untrained operators.

Hours earlier in neighboring Louisiana, a federal judge blocked that state's efforts to cut the group's funding. In a letter to Planned Parenthood clinics statewide, Texas health officials said all funding from Medicaid, the government healthcare program for the poor, was being cut because of what it characterized as program violations captured on the videos.
