The American Federation of State, County and Municipal Employees Michigan Council 25 filed a motion late Monday to clarify or lift an automatic court stay on litigation against Detroit during the bankruptcy process. The state's employment commission, which settles labor disputes, has decided against holding hearings regarding the city until after the bankruptcy process is concluded. |

La belle France keeps its title as top global tourist destination Posted: 11 Aug 2014 05:03 PM PDT France welcomed 84.7 million foreign tourists in 2013 making it once again the most-visited country in the world, according to a study published Monday. The figure topped the 2012 number by two percent, and meant that when it comes to attracting foreign visitors, France easily beats the United States and Spain who had 69.8 and 60.7 million foreign visitors each. The study -- which showed figures for France up from 83 million in 2012 -- is published annually by the economy ministry's DGCIS international competitiveness agency and by the central bank (Banque de France). According to the report, France saw an increase in European tourists, of 1.2 percent on the previous year, driven by German and British visitors, although the number of tourists from Belgium, Luxembourg and crisis-hit Italy and Spain decreased. |

(Reuters) - U.S. President Barack Obama said on Monday Iraq had taken "a promising step forward" in designating a new prime minister, vowing to step up support for a new Iraqi government in a widening conflict that his administration had hoped to avoid. Speaking to reporters in the Massachusetts island of Martha's Vineyard, where he is vacationing with his family, Obama said Iraq had made important strides toward rebuffing fighters from the Islamic State, an al-Qaeda offshoot, since the United States authorized air strikes last week. "Today Iraq took a promising step forward in this critical effort," Obama said in brief remarks. Obama's comments and a congratulatory telephone call he made to Iraqi Prime Minister-designate Haider al-Abadi signal the administration's expectation, or hope, that Prime Minister Nuri Kamal al-Maliki's 8-year-rule is all but over, even as Maliki shows no sign of relinquishing power. |

U.S. District Judge Yvonne Gonzalez Rogers in Oakland, California, rejected the Electronic Frontier Foundation's argument that the U.S. Department of Justice should turn over the materials, in the wake of unauthorized disclosures last year by a former National Security Agency contractor, Edward Snowden. The EFF noted that the government had already declassified hundreds of pages of other documents discussing data collection under the U.S. Patriot Act, including some that the data privacy advocacy group had requested. Rogers, though, said disclosing orders of the Foreign Intelligence Surveillance Court, which handles federal requests for surveillance warrants, could "provide a roadmap" for targets of national security investigations to evade surveillance. |

Washington, which helped install Maliki following its 2003 invasion that toppled Saddam Hussein, congratulated Haidar al-Abadi, a former Maliki lieutenant who was named by President Fouad Masoum to replace him. Maliki said in a televised speech the president's decision to name a replacement for him was a "dangerous violation" of the constitution and, flanked by political allies, he vowed "we will fix the mistake." Maliki's son-in-law, Hussein al-Maliki, called the move "illegal" and said it would be overturned in court. |

(Reuters) - The mother of a black teenager from suburban St. Louis who was shot to death by police over the weekend begged for non-violence on Monday in the wake of riots, as the FBI opened a probe into the racially charged case. Michael Brown, 18, was shot to death in the mostly black suburb of Ferguson, Missouri on Saturday afternoon after what police said was a struggle with a gun in a police car. Brown's family has hired Benjamin Crump, the attorney who represented the family of Trayvon Martin, a black teenager who was shot to death by a community watch volunteer in 2012. The FBI opened a concurrent federal inquiry into the case intended to supplement the main investigation by St. Louis County police, according to the U.S. Department of Justice. |

Cargo ship tries to rescue 3 on sailboat stranded off Hawaii Posted: 11 Aug 2014 04:24 PM PDT A container ship's crew was working on Monday to rescue three people aboard a disabled sailboat that took on water when it got caught in Hurricane Julio and encountered 30-foot waves hundreds of miles from Hawaii, a U.S. Coast Guard official said. The crew of the cargo vessel Manukai was trying to help the three people on the 42-foot sailboat get onto a life raft, said a U.S. Coast Guard spokeswoman, Petty Officer Melissa McKenzie. This follows previous rescue attempts that failed because of rough weather in the area about 415 miles northeast of the Hawaiian island of Oahu, McKenzie said. The crew of the sailboat, which is named the Walkabout, sent out a distress signal on Sunday morning as Hurricane Julio moved across the Pacific Ocean near the Hawaiian archipelago, according to the Coast Guard. |
