James Howard Chalkley is accused of making his five-year-old daughter brush her teeth with faeces and wear a shock collar, and flushing his 10-year-old daughter's head in a toilet. The 32-year-old from Converse, Texas has been charged with one count of injury to a child while his wife Cheyanne Chalkley, the children's stepmother, has been charged with two counts of injury to a child. |

The U.S. Army Corps of Engineers, which is leading the federal power restoration effort, said it planned to boost the size of a contract awarded to Fluor Corp by $600 million, to $840 million, pending available funds. China Literature, the country's biggest online publishing business and Tencent's answer to Amazon's Kindle Store, saw 151 million shares priced at the top end of the offered range of HK$55 ($7.05) each, Bloomberg News said, according to people close to the deal. The internet giant owns 62 percent of China Literature, which called itself a "pioneer" of China's online literature market on its prospectus and said that it carries 6.4 million writers and 9.6 million literary works. |

Kenyan opposition leader calls for petitions against vote won by Kenyatta Posted: 31 Oct 2017 08:46 AM PDT By Katharine Houreld and Ed Cropley NAIROBI (Reuters) - Kenyan opposition leader Raila Odinga on Tuesday called for pickets and petitions against an election he boycotted last week won by President Uhuru Kenyatta but stopped short of appealing for mass protests or announcing a court challenge to the result. Odinga pulled out of the vote saying it would be unfair because the election board had failed to implement reforms after the Supreme Court cited procedural irregularities and annulled an Aug. 8 vote that had been won by Kenyatta. Odinga said the Oct. 26 result would not stand but did not announce measures likely to overturn it or force the government to negotiate. |

Man rubs crotch on woman on train before discovering she is a plainclothes police officer Posted: 31 Oct 2017 01:20 AM PDT A man has been arrested after rubbing his crotch against a woman on the New York subway who was actually a plainclothes police officer. Felipe Mondragon, 52, rubbed against the NYPD detective's thigh as the uptown 6 train left Union Square station, the New York Daily News reported. The trio arrested Mondragon and he was taken off the train in handcuffs at 23rd Street Station. |
