US top court stays execution of murderer with rare illness Posted: 20 Mar 2018 07:47 PM PDT The US Supreme Court on Tuesday night stayed the execution of a convicted murderer-rapist after lawyers and advocates warned the punishment could subject him to intense suffering because of his rare illness. Russell Bucklew had been scheduled to die by lethal injection in the state of Missouri. "The United States Supreme Court has granted a stay of execution for Russell Bucklew, pending further review of his appeal," the Missouri Department of Corrections said in a statement which gave no reason for the decision. |

Israel admits bombing suspected Syrian nuclear reactor in 2007, warns Iran Posted: 21 Mar 2018 08:41 AM PDT By stephen farrell JERUSALEM (Reuters) - Israel for the first time admitted that it bombed a suspected Syrian nuclear reactor in 2007 and said on Wednesday the strike should be a warning to Iran that it would not be allowed to develop nuclear weapons. The military released previously classified cockpit footage, photographs and intelligence documents about its Sept. 6, 2007, air strike on the Al-Kubar facility near Deir al-Zor in eastern Syria. It said the reactor was being constructed with help from North Korea and had been months away from activation. |
Asylum seeker jailed for life in Germany for rape, murder Posted: 22 Mar 2018 04:39 AM PDT An asylum seeker claiming to be from Afghanistan was Thursday sentenced to life in jail in Germany for the rape and murder of a student that stoked a public backlash against a mass influx of migrants. Hussein Khavari, of uncertain age and origin, was found guilty of the deadly night-time attack on medical student Maria Ladenburger, 19, in October 2016 in the university town of Freiburg. Khavari pushed her off her bicycle as she was riding home alone from a party, then bit, choked and repeatedly raped her and left her on the bank of a river where she drowned. |

Global carbon emissions hit record high in 2017 Posted: 22 Mar 2018 05:08 AM PDT By Nina Chestney LONDON (Reuters) - Global energy-related carbon emissions rose to a historic high of 32.5 gigatons last year, after three years of being flat, due to higher energy demand and the slowing of energy efficiency improvements, the International Energy Agency (IEA) said. Global energy demand rose by 2.1 percent last year to 14,050 million tonnes of oil equivalent, more than twice the previous year's rate, boosted by strong economic growth, according to preliminary estimates from the IEA. Energy demand rose by 0.9 percent in 2016 and 0.9 percent on average over the previous five years. |

Police in Texas are hunting for clues as to what drove the unemployed young man to apparently launch a bombing spree that terrorised the region. While searching for possible accomplices and warning people to be on the alert for suspicious packages, officials said that 23-year-old Mark Anthony Conditt is suspected of posting and triggering the bombs that killed two people and injured six. |

Syria rebels say deal reached to evacuate Ghouta town Posted: 21 Mar 2018 10:27 AM PDT A hardline Syrian rebel faction said Wednesday it had agreed with the regime to evacuate a bombed-out town in the Eastern Ghouta enclave near Damascus. It is the first deal reached in Ghouta for a mass exit of rebels and civilians since Syrian government troops launched an offensive on the enclave a month ago. "The deal between the regime and rebels in Harasta sees rebels exiting the city with their weapons, and whichever civilians want to leave, to northern Syria with Russian guarantees," said Munzer Fares, spokesman for the Ahrar al-Sham group in Ghouta. |
Police bodycam shows Sacramento officers firing 20 shots at unarmed man, thinking he had a gun Posted: 22 Mar 2018 01:40 PM PDT Two officers shouted for a suspect to show his hands, then shouted "Gun! Gun! Gun!" moments before fatally shooting the man, who turned out to be unarmed, audio from body camera footage released by Sacramento police shows. Footage from body cameras and an overhead helicopter does not clearly depict what the man, who was only holding a mobile phone, was doing in the moments before the police fired on Sunday night. The shooting happened in the backyard of the man's grandparents' home, where he was staying. The police did not find a gun at the scene. The Sacramento Police Department said the man, who was black, was seen breaking into at least three vehicles and later into a neighbor's home. The break-ins were first reported by a 911 call also released by the police. The police said deputies in the helicopter saw the man break a neighbor's sliding glass door before jumping a fence. The helicopter video does not show the alleged break-in. It picks up as the man is running through a backyard and climbing over a fence into a neighboring property. It shows him looking into a truck in the driveway. The helicopter, flying over the house, then loses sight of the man. It briefly shows him in the backyard as the police are running up the driveway along the side of the house. "Show me your hands - gun!" one officer yells, according to the body camera footage released Wednesday. It is dark outside and a torch from one body camera briefly shows the backyard, but the man is not visible. "Gun, gun, gun," one of the officers yells before they begin shooting. The helicopter footage shows the man collapsing as they shoot. It's unclear from the helicopter and body camera video exactly how many shots were fired. Police previously said the officers fired 20 shots. The department had said he advanced toward the officers holding an object extended in front of him. The officers thought he was pointing a handgun, police said. After the shooting, the footage shows the officers taking turns reloading and keeping their guns trained on the man from a distance while they await backup. Victim Stephon Clark Credit: Getty Images When backup arrives, one of the officers who fired says, "We can't see his left hand." Someone suggests getting a nonlethal weapon before approaching. "Let's hit him a couple of times with that before we uh-" the officer says, though it appears the suggestion was heeded. "What'd he have on him?" someone asks. "Something in his hands, it looked like a gun from our perspective," one officer says. As several officers approach, the man is seen lying face down with an iPhone near his head. He's handcuffed and the officers discuss performing CPR. The officers who fired are taken to the street, where someone says "Hey mute" and the audio cuts out. The video continues without sound for about two minutes as the officers talk. "Based on the videos alone, I cannot second guess the split-second decisions of our officers and I'm not going to do that," Mayor Darrell Steinberg said in a statement. "The investigation must be completed. We need more information in addition to the video before we can render any final conclusions." A police officer points his weapon in this still image captured from police bodycam video footage released by Sacramento Police Department Credit: Sacramento Police Department via REUTERS Steinberg said appropriate questions have been raised about the protocols for using force and rendering emergency aid during police shootings and they must be answered in the investigation. Authorities have not released the man's name but a woman who said she was his fiancee identified him as Stephon Alonzo Clark, 22, the father of her two sons, ages 1 and 3. The shooting has ignited questions by relatives, activists and others after it turned out he was holding only a mobile phone. "We're mourning right now and so we need our time to mourn," Salena Manni, said Wednesday as the family gathered in his grandparents' home. "He was at the wrong place at the wrong time in his own backyard?" Clark's grandmother, Sequita Thompson, told The Sacramento Bee . "C'mon now, they didn't have to do that." The department could not say how many times Clark was hit, and the coroner's office was not releasing information until his relatives were notified. The department said the two officers have been with Sacramento police for two and four years, but each has four years' previous experience with other law enforcement agencies. Both are on paid administrative leave. Clark routinely helped care for his grandparents at their home in south Sacramento, his cousin, Sonia Lewis, told Capitol Public Radio. Black Lives Matter Sacramento called it a police murder and demanded answers. City Councilman Larry Carr decried the loss of life and said police must provide timely information. |

Ex-Minnesota officer charged with murdering Australian a flight risk: prosecutors Posted: 21 Mar 2018 02:08 PM PDT Prosecutors argued on Wednesday that the former Minnesota police officer charged with murdering an unarmed Australian woman in July represents a flight risk and should face high bail. Ex-Minneapolis police Officer Mohamed Noor, 32, who on Tuesday was charged in the fatal shooting of 40-year-old Justine Damond, did not enter a plea on the third-degree murder and second-degree manslaughter charges. Judge Kathryn Quaintance set his bail at $500,000 without conditions, or $400,000 if he agreed to no contact with the other officer present at the shooting, surrendered his passport and agreed to avoid possession of any firearms. |

More than 4,000 Filipinos have been killed by police during President Rodrigo Duterte's controversial 20-month-old war on drugs, and thousands more by unidentified armed men. Pilot captures heartstopping moment when his plane's engine fails mid-air Posted: 21 Mar 2018 09:45 PM PDT Of all of the things that could happen in the air, having your plane's engine shut off is the most frightening. In footage shot last May but surfaced recently, pilot Chad Barber was out practicing stunts when he lost fuel to his engine 2,500 feet above Pompano Beach in Florida. This caused his plane to start falling, all of which was recorded on video. Barber told WSVN 7 that there was a flop tube inside the fuel tank "that moves freely," and that it didn't pick up fuel in enough time to keep the engine running. "Survival was the first thing. I focused on surviving ... I did a little quick prayer in the 45 seconds that it had all happened," he told the news outlet. Fortunately, Barber was able to start up his engine mere moments before the plane reached the ground. Close call. |
